The CSS model exists as a result of a major antitrust ruling by the European Commission.

In 2017, the European Commission fined Google €2.42 billion for abusing its dominant position by favouring its own comparison shopping service in search results.

As part of the ruling, Google was required to open up Shopping Ads to external comparison shopping services (CSS partners), creating a more competitive ecosystem.

To enable this:

  • Google applies a margin to bids placed through its own CSS
  • External CSS partners are allowed to submit bids without this margin
